Preliminary Decree is one which does not finally dipose of the suit - and there are things that remain to be done. For eg in a partition suit - the court by preliminary decree declare to what specific shares are different co-owners entitled - but that does not dispose of the suit, further proceedings are necessary to actually physcially seperate the property by metes and bounds - by a Local Commissioner or Collector. After that is done final decree is passed.

The other part of your question is vague !
