Husband is not paying maintenance. If we want to get the passport cancelled ( since he is NRI ) but do not know his passport number, is the name and date of birth sufficient information for the passport office to proceed with the passport cancellation request?

Passport cannot be cancelled by writing a letter to pass port officer. File a recovery petition in the court

When you mean NRI doe he hold a indian passport or a foreign pasport .Your letter will have no power or authorization to cancel his passport .you can file a recovery petition and ask the respective court to withhold his passport till the dues are paid .
