Basic concepts of Citizens Charter

Citizen’s Charter is a text of assurances made by a organization to the citizens or its  clients with respect to the services being provided to them or to be provided to them. The main aim of the Charter exercise is to make the people aware and develop linkages  between citizens and administration and to streamline administration in tune with the needs of citizens. Broadly, we call these services as Public services and can be referred as part of the economy concerned with providing basic government services. As taxpayer’s money is involved in public service, we need good management of these funds to give maximum return to its shareholders – the stake holders, the citizens or common man. Since Good Management is a sub set of Good Governance only. We can safely say that that a need for Good Governance is important for enduring social and economic development of society and for the Govt organizations. For Good Governance, we need Good Governors who can provide us the leadership, direction and control to ensure that the purpose and objectives of their organizations are met in the public interest. Thus there was need to have a general code for public service governance to provide guidance across the complex and diverse world of public services, which are provided by the Govt bodies, public sector or through their sub contacted agencies. The Citizen’s Charter is a bench mark standard between Good Governance and Public Service. The Citizen’s Charter enshrines the trust between the organization and its citizens for the public service provided by them.
