Sell or develop minor property

Hello there, As per my Grandfather's will, "His great grandsons has rights sell the property (My son and my brothers son)". The will is registered in 1977. My grandfather passed away in 1978. 

1) We either want to sell the property or develop it. We feel that there is no point in keeping the property in the same state till my son and my brothers son turn 19 years.

2)  In the registration office and in the mucipal office records the property is still in the name of My grandfather.

Please suggest what we should do.

Get the property probated in favour of your and your brother's son and proceed to develop and/or sell it out through the boys after both of them obtain majority.
