Permanent exemption under 205 cr pc

Kindly advise me if application under 205 CR PC for permanent exemption  is to be filed ONLY after taking bail in summon case with bailable offences. or Whether accused lawyer can appear and plead for exemption and bail is not required.

Bail is always required. first get bail then 205 Crpc

In summons case advocate can appear but normally lower courts do not allow this so first apear take bail and than appy for exemption.
