can judge dismiss the petition on absence of proper evidence

If wife ask for annulment on impotency of husband, and she not even file application for his medical test at evidence stage, can judge dismiss the case without trial? In general, do judge have any right to dismiss the petition on absence of proper evidence from petitioner's side?

In case of impotency allegation, is there any importance for cross-examination as the case completely depends on medical reports? Can judge on his own or on request from petitioner/respondent avoid the cross-exmination and decide the case only on medical reports?

If wife doesn't file application for husband's potency test, can judge on his own order for husband's medical test? If yes, who has to pay for such medical test?
