compensation enhancement under national highway act, 1956

What cab be the grounds for a claim for enhancement of compensation awarded under National Highway Act,1956.

Can the award given by the competent authority to the land owners for acquisition of land under National Highway Act, 1956, be final? can it be challenged in the court of law.

Grounds - construction, borewell, higher frontage, development nearby, if the acquired land has been filled up. Actually, the NH Act is quite unjust and you have to be really imaginative.

However, the march judgement of Madras HC striking down sec 3J of NH aact will help the hapless landowners. As I am not an advocate, I am not sure, whether Madras HC ruling will apply to only Tamilnadu or the entire country.
