verifying genuineness

Dear friends,

Please explain in details the Legal aspect s of property purchase. I mean to say how one can verify genuiness of the person's identity, document, sign, seal,  plan, title etc.  Does  the authorities provides verification certificate on formal application?  How to decide the authenticity of verification?
