my freind is posted in a remote station and recently transferred to capital city on request.The head of the office of presently where he is posted is refusing to relive him until his reliver joins.the normal tendency is reliver joins this particular office after being dislodged by those who are posted in capital offices.In such case how relief can be sought? is there any legal procedure can be adopted to pressurise head of the office to relive him in 1/2 months period atleast?
