A co-operative housing society has two bodies to administer and manage the society. The powers of these two bodies will be mentioned in the bye laws. The Managing Committee has to take approval of the General Body for repair on expenditures above the amount stipulated in the bye laws.

As regards filing of cases or defending cases and hiring lawyers  the Managing Committee has the powers to do them on their own. In any case there is no provision in co-operative laws to take decisions through signature campaign. All decisions have to be at meetings only by votes.
