power of court, promotion of a person

CAT/Court has no power to direct promotion of a person,but can merely direct consideration/reconsideration  ref --- state of madhya pradesh vs srikant chapekar JT1992(5)SC638 has held as follows  :tribunal --can not substitute  direction passed by DPC.                this short citation is given only for information that in service matter decisions of dept .promotion committee can not be reversed by court in normal circumstances.
