Violation of Right to Education act 2009: What action? PIL?

The Parliament in its wisdom past the 86th Amendment inserting Article 21 A in the Constitution fallowed by Right to Free and Compulsory Education act 2009, which has been endorsed even by UNICEF and UNESCO. However, the act is openly flouted by charging exorbitant admission fees ranging from Rs.500/-  etc in many Govt primary Schools in Nagaland. This is nothing but day light robbery. What appropriate action can be taken against those Govt primary schools? PIL in Supreme Court?
