academy can be opened by any body but the certificates issued by it will be legal only if the academy is recognised by the govt. / its agencies ie University/UGC/AICTE/NCTE etc.

every institution need to registration. if one institution is nt registreted by govt. then the velue of the Certificate's of that institution is nt more then other institution.

Without proper registration and affiliation from the concerned Government agency, the certificate cannot be issued. It would be totally illegal.
