the provision of sec 498A being misused is widely admitted.. if the sec is made noncognizable but session triable then the magistrate at the time of exam u/s 202 cr.p.c will be at a better position to decided whether there is really any prima facie case.?

It is approved by supreme court also.
There is no need to the arrest provision ;if do so ,what happend ?
Nothing. Let convicted people go the jail.
Arrest provision is only a money making provision
