Salary delay in payment

My employer not paying salary on time can I go to Human Rights commission? Or do I need to go to Labor commissioner?

According to your concern, when an employer doesn't pay up the salary, then an employee could approach the labour commissioner.

The Labour Commission will help to reconcile the matter and if no solution is reached the commissioner will itself hand over this matter to the court whereby a case against the employer may be pursued.
