Duplicated Birth Certificate

Even when there is no birth certificate, the qualification certificate discloses the correct date of birth.  It is sufficient.

Govt. General Hospital can only issue facts on the public record and based on this Birth Registrar issues certificate.

The hospital authorities intimate such birth to Registrar.

If the certificate is a fake, then only it becomes a fraud.  When a birth certificate is issued by the Registrar of Births, no one can doubt a public record.  It prevails as ultimate and if there is any mistake, the Registrar of birth takes the responsibility.  This is precisely the reason the registrar obtains a notarized affidavit with the attestation of two gazetted officers.

During the olden days, there is no such system of registering birth when the deliveries are confined to homes and in specific villages.

Trying to "create" a record that was not in fact originally not there is not legal. Birth Certificate was not mandatory and the Lady can give a notarised Affidavit swearing that her date of birth is so and so. She must be having a Tenth Class Certificate and/or TC from the School and College the Date of Birth where the date of birth is invariably mentioned. It would be enough.Police verification is to verify the antecedents and identity which can be verified with other available documents.  

Doesn't the Lady has Aadhar Card and/or Passport, which especially the former is obtained wherein too Date of Birth is mentioned, which documents too shall be valid for the date of birth.
