During tender submission time period, policy of Government change. The bidder has submitted the compliance documents with application to concerned Govt. authority for approval which is pending /under process at concerned authority.
The Bidder has submitted all the mail trail to tender inviting authority and requested for consideration as he is qualified as per original tender condition. So, Can we consider it as qualified ?

If originally the tenderer is qualified, then on the same should be considered., If there is change in policy, a fresh tender will have to be called for.
