Pet owner allowing dogs to roam unleashed in housing society compound

There is a pet owner in my housing society who insists of allowing his dogs to run in the housing society compound without a leash. Despite our housing society requesting this individual to keep his dogs on a leash while in common areas of the society, he refuses to do so. There is a significant danger of personal injury in case one looses their balance due to the dogs/ gets bitten by the dogs. Allowing dogs to remain off the leash and sniff people is intimating to individuals who are scared./ intimidated by dogs. Please suggest what recourse the housing society can take to ensure that this dog owner complies.

A report should be made to the local body to contain these menace in dwelling places.

You can complaint to housing society if they can't do anything then you can approach municipality and complaint to them. the dog must be registered in municipality as per by laws, and it must be in leash while it is out for walk.

If dog bites anyone then a complaint to police can be made against the pet owner and he is punishable under ipc section 289 with imprisonment of six months, or with fine which may extend to`1,000 or both.

Not able to agree.

Municipality takes care of stray dogs only and is more concerned about dog's rights. Persuasion will not at all work because those who pet dogs do value them more than human being in the locality. They will always argue that मेरा कुत्ता काटता नहीं है.

Complaint to society will be of no use as society has no power to take care of these cases. They will have to scum to the pressure of host of dog lovers which are abuyndant in any society.

For complaint to the police you need not wait for dog bite. Police only can do something.
