Forming apartment in plot owners society

In my registered society, our two members wish to amalgamate their plots and redevelop their old bungalows through a developer with high rise building and form an apartment. Keeping some flats in family, other flats they intend to sale. How our society can deal with this issue. Can society charge premiums from all apartment holders? Can society take a security deposit from the developer?
