Provisions of Right to Information Act, 2005 and Consumer Disputes Act, 2019 are two different laws which can not be inter-connected for deficiency of service.

Answer to your question is negative.

It was ruled by NCDRC through several decisions that RTI Applicant is not a consumer, and such RPs filed before SC was rejected.   RTI Applicant is not treated as a consumer and even such complaints are not being entertained since 2010.  Search in google with keywords "RTI Applicant as Consumer NCDRC decision".

The National Consumer forum  has categorically decided that a person seeking information under the RTI Act cannot be said to be a consumer of the services rendered by the public authorities
