Can a group of contract labourers working in a factory form a separate Union under the Trade Union's Act?

Trade unions can be registered by a Registrar of Trade Unions appointed by the appropriate Government under section 3, under Trade Union Act, 1926, and includes any Additional or Deputy Registrar of Trade Unions.
