WATER NOT COME WITHOUT WATER MOTOR INSTALLED IN DDA FLATS

I am residing in four storeyed DDA janta flats on the 2nd floor and all the water tank installed on the roof of the building. Delhi Jal board has installed a booster pump in our colony for the supply of water in all flats, but without water motor installed in each flat water has not come. There is any law that water should come without water motor installed ?

1. IF the Plumbing (water take-down pipe lines) network is not installed properly, THEN booster pump is installed for the convenience of the residents.

2. There is no law "as yet", for your mentioned query.
