Municipality do have any record regarding time of birth of a baby.

Contact the Births and Deaths registrar, and your date of birth might have been entered in some educational qualification certificates. Basing on that qualification certificates you can file affidavit duly notarized with two witnesses and can get such birth certificate for a nominal fee.

Not necessary. You can go and meet him directly. He can be contacted either at the Municipal office or the Corporation office and search for the phone number. You can also inquire through the phone. Also search in google with keywords "Getting birth certificate"

As I could understand, the author is seeking the TIME of his birth, not the date of birth. To my knlwledge, there is no requirement for the authorities concerned, under the extant norms, to maintain or provide such information.
