As per your illustrated query!

In this Schedule, the expression “Magistrate 1st Class” and “Any Magistrate” include Metropolitan Magistrates but not Executive Magistrate; the word “cognizable” stands for “a police officer may arrest without warrant”; and the word “non-cognizable” stands for “a police officer shall not arrest without warrant”.
