Govt job on compensation ground

Hi sir My father was on PWD horticulture dep and at the age of 54 suddenly he passed away due to brain hemorrhage in the night on october 2019. We lossed my mother 4 year early, now we only 2 brother both are married but not have any job so can we apply for the job as a compensation ground. Departmemt is stated that you're married and not eligile for the job as age is over 25. We really need job as he was the only care taker of our family also he was in group d department. Please advise, what we can do if department is refused to apply application for the job and there's actually rule that we cannot apply after married? Thank you
