can we use Ambedkar Photo for occupying Government land

Some persons intentionally Situate Ambedkar Photos for against Some Devlopment Programme for SC community by Ruling Party unfortunately opposition Part people who belongs same SC community they are opposing development programme and trying to occupying the land ... I need your suggestions...
