Drunkness on duty -govt employee

One of the Govt epmloyee used to come on duty in drunken state. What are the effective steps to deal with such employee.

Police said that if the concenerd aquitted in the case, the compalnant will be punished. is it true? Please advice.

Govt employees are under the control of conduct rules of organization for which they are working ( for example Indian railways have railway conduct rules 1966 and D&A rules 1968 )
written complaint can be sent to head office for further action against the delinquent employees
