how file complain about fraud from q net company

I have tricked to join a q net mlm company then within 30 days of joining I cancelled my distribution rights on November 18 from then I am waiting for my refund money

As you said it is Fraud covered under sec-17 of Indian Contract Act,1872 where u can sue,But i want to know more about the wrong .

they said I can cancel my joining within 30 days of joining I did it on November 18 from then I got mail to send my bank details after that they kept delaying my refund then they sent mail money will be transferred by feb 3 still I didn't received money they are delaying more, I am from Hyderabad but I joined this mlm in Delhi should I complain in Hyderabad or Delhi
