Yes the Indian Evidence Act shall be applicable to the whole of India including Jammu and Kashmir.

Section 1of Indian Evidence Act, 1872 provides for the applicability of the Indian Evidence Act. It specifies (1) the territories to which the Act applies and (2) the courts and proceedings to which the law applies.

The Indian Evidence Act has been extended to the whole of India by Jammu and Kashmir Reorganisation Act, 2019.

So, the Indian Evidence Act, 1872 is the extent to the whole of India including the Union territory of Jammu and Kashmir.
