As you have said you were without helmet which is in itself a crime because Ignorance of law is not acceptable at all and our motor vehicle act 2019 is a perfect example of Austin theory ie, command given by sovereign if violation happens sanction will be imposed as you havn't wore helmet is punishable , but you should wear helmet for your safety. What exactly is your problem?  The police caught you riding a two-wheeler not wearing helmet. The police slapped you. Riding a twopwheeler not wearing a helmet is an offence (not a crime) whether in Raichur or elsewhere in India. But the police did not take any action for the offence. He slapped you. Slapping you is certainly an offence whatever may ne the provocation. But taking action against the police officer is difficult unless you are son of a minister.
