The first section of any statute in India now says, for instance, the IPC, "This Act shall be called the Indian Penal Code, and shall [extend to the whole of India].

 

The words "except the State of Jammu and Kashmir" omitted by Act 34 of 2019, s. 95 and the Fifth Schedule (w.e.f. 31-10- 2019).

Your query seems too vague and doesn't disclose any facts. I will try to provide you with some brief ideas on Jammu and Kashmir Reorganisation Act.

After a major decision to scrap Article 370 and Article 35 was passed in the parliament of India last year. Along with this the Jammu and Kashmir Reorganisation Bill, 2019 was introduced in Rajya Sabha.

The Jammu and Kashmir reorganisation Act will apply retrospectively from the  Indian penal Code (IPC) to the Income Tax Act to Representation of the People Act, the 37 central laws passed by the Union cabinet for Jammu and Kashmir.
