How to remove spouse frm ration card once divorce is granted

Hi All, 

i am going to marry a woman who has receive recently a divorce court from order.

now we want to remove her name from ration card which belong to her ex husband name, but for that her ex husband is not ready & not ready to give ration card zerox for documentation process. we do not have ration card so how can we remove her name from that ration card.
