attack with licensed pistol

my younger brother has seriously injured by a bullet fire shot in his stomach by a person carried licensed pistol.can his license be suspended

1. YES. PROVIDED you can prove (with witnesses) that the gun shot was fired /conducted without any provocation /dispute.

2. IF Gun holder proves that he fired in self-defence, THEN no action /prosecution can take place against him.
