Regarding issue of show cause notice

Dear Members, I work in as Head HR in an Infrastructure company . Recently the Project Manager has asked me to issue a show cause notice to an employee who is working in Project which is in Daman. I work in the company Head office in Mumbai. My point is, I hardly know what is happening in Daman . The Project in-charge is someone else who is not from HR. Can a Senior Manager/incharg of the project who is posted in Mumbai ask me to take action against the employee who is presently in Daman and has never worked in Mumbai. I believe that this is incorrect and any action for discipline case/Misconduct has to be dealt by his Managers only and not the HR Department. Should I issue a show cause notice to him or ask his manager to issue it. Learned Members, having legal knowledge, please guide.

1.  AS Head HR, you may direct the Daman Manager to send proper report on the misconduct /other reasons relating to the Employee.

2. Based on said Daman's report, you can issue Notice to the erring Employee.
