dial 100 is best option because they are senior citizen,so it will best to find help at their doorsteps.Just make them sure to collect all evidence,wittness etc against builder before lodge complaint.

Inform to District Collector for an investigation into the matter and protect the interest of senior citizens. The facts should be stated in the form of a petition and should be sent by Registered post. Personally make a visit to District Legal Services Authority and they offer legal aid and further guidance in this issue.
