Non plying of vehicle registered as commercial vehicle

Sir, there is at least one Indian state (protected u/s 371 of Indian constitution) where vehicles don't ply on a particular day of the week. All shops remain closed. Even private vehicles are actively discouraged under threat. Its creating utter inconvenience to common people but none dare to protest! Therefore I am wondering if there is any legal remady available.
