delay in offer letter

i was selected as data processing assistant(out of 3 vacancy) in jipmer hospital Pondicherry in November 2018.one guy got stay against my appointment in january 2019.he. withdrawn the case in march 11.now the institution is not issuing me appointment letter.when i called them,they are telling the file is pending with deputy director.the validity of the list is one year already 8 months over.first,2nd rank holders got appointment letter in January 2019.what i have to do to get my job.whether they have any power to cancel my appointment if i given a court case.what i have to do.i am in mentality frustrated with this issue.. please help me
