rent demand from own son and daughter in law

My friend and her husband is being threatened by her mother in law to leave the house they are living in or pay rent for it due to non compliance with her dowry demands.. The mother in law is a govt employee (this job she got after her husband's death.) having a govt quarter and she owns this flat too as she holds power of attorney of this flat. This flat is not registered due to being under Lal Dora area. So can she legally demand rent from her own son n daughter in law!?

She trying to put financial pressure on her son so that he gives up and give divorce to my friend.

This type of sadist behaviours cannot be turned. If son loves his wife let they both shift to another rent house.the job is compassionate job so her son is also entitled for maintenance and shelter if he is unemployed.
