Fore closure charges for lap

I have one loan from PNBHFL and in there sanction letter it is mentioned Pre-Closure charges as per the Schedule and Guidelines of NBH. Is this sufficient ?? When they make us sign hundred's of document during the loan application why they do not give Charges Schedule for signing. Will I have to pay these charges or is there any solution.
