Ji, the Disciplinary Authority may on his/her discretion basing on the nature of charge/charges, the suspension period may be treated as the suspension period  spent on duty" OR as Leave spent on duty ( for which the suspended employee is eligible).

The mode of treating period of suspension would be mentioned in the Order imposing punishment. Please verify.

if the proceedings resulted in a decision other than major penalty then the period will be treated as duty  unless there are reasons to substantiate the the suspensiopn was justified.
