Can a widow abandon her children to remarry

Dear Professional Lawyers, Please advise me 

One of my near relative died leaving behind his dependent old mother (widow), wife, 3 daughters & 1 son about 4 months ago. Parents of wife are planning to remarry her with some widower who has his own 2 children and the verbal arrangement is that children of wife (4 ) will live with maternal parents or relatives and mother of deceased will find her own living herself or any shelterhome etc. 

Please let me know if the rights of old mother in law and 4 children left behind by the wife for remarraige can be protected under any law in force and whether the living parent (mother) can be forced to take custody of her children by authorities.

Paternal grand mother can approach court for custody of her grand children if her daughter in law re marries.
