civil suit, court letter rufused by opposite oarty

what will be the next stage as per law, when respondet refused to accept court letter to appear in court in a recovery civil suit?

It becomes ex party and if u take steps for arrest he will be arrested and if he is unable to repay he will be sent to civil jail .u have to pay jail expenses.

Refusal is presumed as "served" and Court shall proceed as per law.
