False evidence in quasi judicial case?

Hi, In Central adminstrative trinbunal matter, a false document has been given. Now plaintiff wish to file a case  for false evidence under IPC 193. 

There is restriction as per 195 of CRPC. However this is not applicable for quasi judicial bodies which are not courts. 

Can you kindly guide me with which section petition must be filed now in magistrate's court (under 195 r.w 340 of CRPC or under 190 CRPC) and any precedent cases that in the quasi judicial bodies there is no need for the restriction under 195 CRPC
