Obviously but you have to get a proof that the speed is below the level that has been promised

U CAN FILE COMPLAINT WITH CUSTOMER CARE OFFICER, NODAL OFFICER, AND THEN TO APPELLATE AUTHORITY APPONTED BY SERVICE PROVIDER UNDER TRAI RULES. DETAILS ARE AVAILABLE ON WEBSITE OF THE S.P. YOU CAN THEN APPROACH DOT. IF NOTHING WORKS, APPROACH CONSUMER FORUM OF YOUR DISTRICT UNDER CONSUMER PROTECTION ACT. U HAVE CHOICE OF CHANGING THE SERVICE PROVIDER ALSO!

once you subscribe for an internet connection with a service provider, you will be a consumer of the service provider as such  the law governed in this case will be consumer forum which is a hasslefree and less cumbersome process.and also you can redress your grievance in a summary maner, without consuming much time and money.you can also claim for damages and costs of the  dispute  from the service provider.

You can also ,file a civil suit claiming for damages for the misrepresentations he made and not able to give uninterrupted access with the standard specification.
