Query regarding festival holidays

The State Government, the negotiable instruments act, the Labor Dept publishes such list of festivals and the exact days in the year to be observed as a paid holiday for employees every year.   Depending on such list applicable, every organization must provide for such holidays.  If you wanted to know the exact foundation and the basis on which that authority can declare such holidays you have to file RTI Application to that authority and seek such powers, as they are having such vested powers to declare such holidays and the organizations must implement their directives.
