Noc not provided by allahabad bank

Sir, I am working as manager in allahabad bank joined as probationary officer on 04/09/2012. I am applying for Indian postal payment bank I had taken a written permission before applying on July 5th 2018 but no answer has been given by my zonal office what to do the post I am applying is of chief manager kindly do the needful
