I want to understand difference between consenting witness and witness.

gives some information about it. It says consenting witness is one who has read and understood the agreement. Witness on other hand is one who has witnessed signing part alone. But another link
says that there is no such thing as consenting witness. I want to know what is the difference and when someone would be called consenting witness and when they would be called just witness.
