Absconder's list

Can someone tell me if there's a list available of those who are declared absconders. Are these lists compiled state by state? If they are, which department will be able to provide one?

Is there a central database of the Government of India that collates country-wide information about Proclaimed Offenders and/or Absconders?

If someone knows of a person who has been declared an absconder and has been found to be living in a particular locality, which organisation/department should one report this to?

Actually what happened is this: Someone started pyramid style scam some years ago, collected crores of Rupees from loads of people across India and then disappeared. Many cases were registered in the courts throughout the country but the authorities have not been able to trace him. We, some of the investors, are now trying to locate him and this request is part of that effort. We know it is a difficult task but one must try.

Your contribution is helpful but CBI wasn't involved in this case, so his name is not in their list. Your input is appreciated all the same.
