Whether Municipalities are empowered to Impose Mutation Tax?

Whether Levying on Latest Market value ( In case of 40 years old Transaction) is permitted , the Relevant provisions for justification of such a thing when the Government was in receipt of then applicable stamp duty at the time of Registration
