Private institution and right to information

Hello,

Is right to information is applicable for University affilated Engineering colleges? I was working in Private engineering college. For 2011 to 2017 they have not paid any exam remuneration to any of the employee. But they audit their exam related expenses every year and submit to the University. When I ask for the bill details under right to information they are saying we are not under this act. So how I can get my exam remuneration.
